I managed to set up two ISE servers with the help of YouTube. They are fully configured in HA mode, but for some reason, the default Authentication Policy is not displaying, and there is no option to create my own policy under the settings. Does something need to be enabled at the hardware level for the policy to display? Any suggestions?

Might be a browser issue? By default the Policy Sets should always be visible without needing any tricks.

Try a different browser, clear cache etc.

What version of ISE? You should always patch after a base install too. Some .0 releases have been known to be a bit "fresh out the oven" ... but I have to admit I have never seen this issue.

Yeah I agree a browser issue. Or this is an ancient version of ISE that still utilizes flash. But IIRC this specific page does not use the flash elements.

The screenshot you shared shows TACACS+ policies, is that what you are looking to configure or are you looking to configure RADIUS policies? To enable TACACS+ you would need to go to Administration > System > Deployment > Click on each node > Enable the tick box called "Enable Device Admin Service". For RADIUS however, you need to enable the tick box next to "Policy Service" option.
