I am able to upload the file and see the progress counter, but when it reaches 100%, it hangs and does not display a confirmation that the upload was successful. When I access ISE 2 via the CLI, the file is not present there.

If I wait after it shows 100%, it eventually says the file was uploaded, but this never actually happens. The file appears in neither the GUI nor the CLI, as the copies did not transfer over.

This process works fine for ISE 1, but for ISE 2, it does not.

I have assigned same SSD drive size and they were new ISE for testing

The automated patching tool copies updates to both ISE nodes, but manual GUI copying fail for ISE2
Using automated patching, I upgraded to version 3.3 patch 7 for both ISE

However, I cannot finish the upgrade from 3.3 to 3.4 for both ISE because can't upload the upgrade files to ISE2

If you try to upload a sample text file to ISE 2 does it work? tbh, I think best thing to do in this case would be to reach out to TAC.
