Cisco ISE License Out Of Compliance

Hello everyone,

I have two Cisco ISE nodes in HA that have Essentials licenses for 2,500 endpoints with Smart Licensing Registration.

The ISE normally has a maximum daily usage of 850 users, but in the Licensing section, it shows me that it is using around 7,300 licenses, which is not what is actually happening. When I refresh the page, it usually shows the actual usage of 850 licenses.

It has been like this for about 30 days, and I am receiving an alert for license overconsumption. I am concerned that I may lose control of the equipment because of this.

The currently active sessions do not exceed 850 users.

My ISE version is 3.1 Patch 4.

Any idea what might be happening?

if my understanding is correct ...

at Administration > System > Licensing , the Consumption of the Essential License is 7,300, but

at Operations > Reports > Repots > Endpoints and Users > Current Active Sessions, you are seen only 850 Active Sessions,

am I correct ?

You are correct, i downloaded the CSV info on my repository and i see the 850 Endpoints

Incorrect Smart Licensing Consumption Reports

After you upgrade to Cisco ISE Release 3.1 Patches 5 or 6, if your Smart Licensing configuration uses the connection methods Direct HTTPS or HTTPS Proxy, you may witness incorrect compliance statuses being reported. Incorrect License Consumption counts may be reported due to a communication error between Cisco ISE and CSSM.

To troubleshoot the communication error, in the Licensing window of the Cisco ISE Administration portal, deregister and then reregister your Smart Licensing.

Please take a look at: Cisco ISE Software Download - Release 3.1 , ISE 3.1 Patch 4 was released on Sep 22th, 2022, the latest release of ISE 3.1 is Patch10 (released on Jan 28th, 2025).

Note: there are many Licensing bugs between P4 and P10.

Please take a look at : EoS and EoL of ISE 3.1 & 3.2 , Nov 3, 2025 was the last date of Software Maintenance.
