VMS 2.3 Installation

I am having some issues getting VMS 2.3 installed. I know it is a dated product, but I want to utilize some of the other features it provides. After installation, the web access/log in just doesn't work. It looks like the syslog and TFTP daemons are running, I just can not log into it (no screen).

New Install, I can mess with any setting,

What URL are you using to try and access the server? What error message did you received, if any?
