bulk encryption over multipoint gre

I am in the army and ran into a problem when trying to configure multipoint gre tunnels using bulk encryption devices at each end. I get the status as being up/up on both the remote and hub routers, but no routing updates are being passed between the two. I am using nhrp but not the crypto policy (bulk encryption). If I assign static routes to the distant ends, I can ping the remote router's address, but cannot ping the network behind it. I know the answer is something simple, I'm just tired of looking at it today. Help??
