      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;If Discard Eligibilty is set, and if the congestion occurs, the FR cloud checks for DE bit set pkts and discards them. But, if it goes below the CIR, this should be informed to ISP, I guess...&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
