topic Terminal Services Agent causing DNS issues for clients in Network Security

I have recently setup the Cisco Terminal Services Agent on our terminal server to allow for individual client Internet policy control. It worked well for this, however every couple of days I start getting the Windows System event 13 on the Windows 2019 Terminal Server for these clients and new connections to the server fail and require a reboot of the server. The Event 13 has the Source of NPS "A RADIUS Message was received from the invalid RADIUS client IP address xx.xxx.x.xxx ( the IP addresses are for the Domain Controllers). When this happens, I actually have to restart the server from the ESXi server since no logon's to the server work.

If I uninstall the Cisco Terminal Server Agent, the Event ID 13 does not happen.

Does anyone know why this is happening? Could it be that I am running out of IP addresses?

Thank you,
