You cannot normally connect to a public IP presented on the outside interface of a firewall if you are on the inside. You can play some tricks with DNS to get the FQDN to resolve to your internal address - that's the most common means used for such access.

@cchen example of NAT reflection/hairpin:-

nat (inside,inside) source static INTERNAL-LAN interface destination static SERVER01-NAT-IP SERVER01-REAL-IP

Change the objects to reflect your internal network.

Guide here for FTD but it's the same logic for ASA.

As @Rob Ingram noted, we can do it with hairpin NAT.

I didn't actually say you cannot do it, only that "You cannot normally connect to a public IP presented on the outside interface of a firewall if you are on the inside. You can play some tricks with DNS to get the FQDN to resolve to your internal address - that's the most common means used for such access."

Note that hairpin NAT will "trick" the traffic to come back inwards without having been actually processed by the full firewall logic. For that reason (among others) we generally try to avoid it. There are many thing an ASA CAN do; but that doesn't mean we SHOULD do them all.
