FMC in Azure - This offer is not available for CSP subs

We are having a heck of a time trying to deploy FMC in Azure with any of our 100+ CSP subscriptions. The validation fails saying:

Offer with PublisherId: 'cisco', OfferId: 'cisco-fmcv' cannot be purchased due to validation errors. For more information see details. Microsoft support says talk with Cisco to fix their Azure marketplace deployment in Azure to allow from all CSPs.

Cisco TAC support are clueless to what we are talking about.

Is anyone else experiencing this? Anyone on the Cisco side that can reach out to the group that manages the Azure marketplace offerings to fix this on their end?

Microsoft says Cisco has to follow that standard MS Partner process to publish an offering to CSPs:

We had many time this kind of issue when we work with cross vendor platform and offers are not applicable on license/hardware level.

For this scenario I would recommend to turn up Azure FMC with Azure market place Image.
