we are not sure what is the use case, but for your question its possible :

arp

To add a static ARP entry to the ARP table, use the arp command in global configuration mode. To remove the static entry, use the no form of this command.

arp interface_name ip_address mac_address [ alias ]

The required use case is to create multiple VLANs on the firewall and provide DHCP pools for these VLANs with IP-MAC binding.

ASA is a Firewall (not a full DHCP Server)

if i were you i setup a raspberry pi or any other MS DHCP as separate DHCP Server with static MAC reservation and enable DHCP snooping.

NO ASA not support manual DHCP and excluded
use any other IOS device as DHCP

You mention Firepower. The underlying ASA supports DHCP reservation, but as of 7.4.1, this functionality doesn't have a GUI in FMC. However, you can configure this with FlexConfig. Using a different device as a DHCP server is likely the better approach.
