We are using cisco switch 3650 (ROM: IOS-XE ROMMON
BOOTLDR: CAT3K_CAA Boot Loader (CAT3K_CAA-HBOOT-M) Version 4.66, RELEASE SOFTWARE (P)

How we can configure rip version 2.
"router rip
version 2
network 10.0.0.0"

You only showing ROMMON verison, show version give you what is the version of code running post full.

3650 can support as below :

The IP base feature set supports static routing and the Routing Information Protocol (RIP). For full Layer 3 routing or for fallback bridging, you must enable the IP services feature set on the standalone switch, or the active switch.

If you have valid image your configuration is valid using configuration terminal

You have Lanbase License - as i remember you need IP base to work RIP, but checking feature navigator it support, so you can test by issue that command ? is that command not available ?

check show sdm template if you can - i have provided the guide to change sdm prefer template.
