Replacement FTD not connecting

We had to replace one our our standalone FTDs because the original one crashed on us. The new one is up and we are able to connect via the management interface and restored from a config backup, but the outside interface will not connect. We made sure the outside has the correct interface IP from our ISP, set all the routing the same as it was prior, tried new SFPs, network cable, and confirmed with our ISP that they are working. I have been working with Cisco support but we seem to be at a stand still. Any ideas would be greatly appreciated.

when you see the interface are it UP or not connect ?
new SPF need to read it data sheet and enter the speed to FTD via FMC
this make port immediate UP

The interface is showing a Link status of Down. We have swapped back to the original SFP that was working prior.

How is the FTD connecting to the ISP? Does the FTD connect to a switch and ISP also connects to the same switch in own VLAN, or does the ISP link connect directly to the FTD? If it connects directly to the FTD I would suggest moving the ISP and FTD links to the switch in its own VLAN.

Have you tried restarting the FTD since restoring the backup?
