Be sure to untar and un-gzip the downloaded files from the gzipped tarball using a tool like 7-Zip. The built in Windows extract tool will not suffice for these files.

What is the full name of the file you downloaded from Cisco and what are the name of the files after unpacking that original file?

Have you tried downloading a fresh software and installing that?

another option could be to try installing 7.2.5 and then upgrade to 7.2.8.
