Since you're NATting all of your inside addresses to the outside interface with the following:

global (outside) 1 interface
nat (inside) 1 0.0.0.0 0.0.0.0

...you cannot initiate incoming traffic as the ASA will not have any translation entries to refer to. You can either:

a. not use NAT,

b. setup some static NAT or PAT entries for the specific hosts you want to access from the outside, or

c. exempt some specific outside subnets from NAT.

In any of the above you would also need an access-list for traffic incoming to the outside interface as by default the ASA will not allow traffic from a low security interface to establish a connection or flow to a higher security interface

How are you testing? I recommend actually trying a tcp connection from an outside host to an inside host.

You don't need the second static. i.e.:

no static (outside,inside) 172.16.1.0 172.16.1.0 netmask 255.255.255.0

The other alternative to exempt traffic between your two networks on either side of the ASA remove the statics you just created. i.e.:

no static (inside,outside) 192.168.26.0 192.168.26.0 netmask 255.255.255.0
no static (outside,inside) 172.16.1.0 172.16.1.0 netmask 255.255.255.0

...and instead use an access-list with NAT exemption, i.e.:

access-list inside_nat0_outbound extended permit ip 192.168.26.0 255.255.255.0 172.16.1.0 255.255.255.0

nat (inside) 0 access-list inside_nat0_outbound

(Update - as Marius notes below, packet-tracer will show you the flow through the ASA.)
