The 6513 itself does not have the IPS functionality.

The IPS functionality is within the IDSM-2. So your SDEE client needs to connect to the IP Address of the IDSM-2 and not the 6513.

IPS versions 5.0 and higher on the IDSM-2 all support SDEE server by default, so no commands need to be executed on the IDSM-2 in order to turn on the SDEE server. You just need to configure the access-list on the IDSM-2 to permit the IP address of your SDEE client.
