How to downgrade from 6.4.0 to 6.2.3?

I do not have a backup from 6.2.3, I tried looking around but can't find anything.

Hi,

You can roll back to the same version patches but downgrade the FMC from a major train is not possible by the normal way. You need to reimage and build the policies manually if you dont have a 6.2.3 backup.

Suppose I have a backup for 6.2.3, and I am currently on 6.4

Would restoring this backup restore FMC version to 6.2.3?

No, Restoring back will only work when the exact version of software & VDB matches.
