      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;There should already be a rule like that in the CiscoWorks Base Security module.  Copy it to your new policy and change Query User (Default Deny) to High Priority Deny.  You won't be able to install anything either until you suspend security.&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
