I see that VMS 2.3 is now EOL/EOS. From Cisco documentation it appears that Cisco Security Manager and MARS are the replacement.

Since VMS 2.3 basic with 5 device support was included with IPS sensors at no charge (IPS sensors are basically plug and forget without some type of event viewer), will Cisco Security Monitor and MARS have the same licensing option that was available with VMS basic?

You are correct VMS 2.3 is not currently EOL/EOS. The announcement heading that I had seen was for VM 2.3 (voice manager). I apologize for this mistake.
