SD Access Transit control plane deployment

I have searched all over and whilst I can find plenty of documents describing the functionality of a TC node I can’t find any that explicitly show how to deploy a TC node.

I have a 2 fabric deployment in a lab. Just one Border/CP and edge in each fabric site. I have then, through LAN automation, added a further C9300 at each site hanging off the site’s Border node.

When I try to create an SDA transit I’m asked to select the site, which I do, then there is a drop down list to select the node to be the TC. This does not have any devices to select.

I have tried changing the C9300 to a CP node only to see if it is then populated in the list but no success. So my question is, from blank device to TC mode how do we deploy a TC node? Can it hang off the Border node in a site as I've done, does it need to be a CP before it can be selected as a TC node. What is the specific process to deploy a TC node?

Very strangely I deleted my device, re-provisioned it after LAN automation and tried the SDA transit workflow again and it is now offered as a device available for the Transit CP.
