Under Connection Serviceability > Tools > Reports

Run the Unused Voice Mail Accounts Report

They maybe "using" their mailbox with the default greeting and messages are being sent to email, but that report indicates users who have not set up their mailbox. You can double check a few things within the mailbox as well. Under PIN see if it is set to User Must Change at Next Sign-In. Under User Basics see if Set for Self-enrollment at Next Sign-In is still checked.

Based on what I understood regarding your question, check unity users. if the users are with mailbox they have voicemail enabled.

is this what you are looking for ?
