Thanks for the reply. I think the customer is on a closed network so registering with SLR may work differently.

The customer's overseas branch uses CME (using C8200)
To use CME, the customer purchased the following licenses:
A-FLEX-3
SVS-FLEX-SUPT-BAS
A-FLEX-EP-CME * 14EA
A-FLEX-STD-CUBE * 5EA

When the license expires, you should contact the manufacturer to find out exactly what features will not be available (Customers will likely use it in its expired state for the time being).

For example, you will need specific information such as: unable to add phones, trunk sessions are down and unable to use CUCM and SIP calls, unable to change CME and phone related settings on the C8200, etc.

What I want is an answer on which specific features are restricted. I asked through other channels to confirm. He said that the phone function will still work, but the settings (MACD) cannot be changed, and TAC support is not available. And the out of compliance warning message will continue to appear.

That's how CUCM behaves. CME is a different product. For starters, there isn't a SQL database that can go read-only. The CME admin guide has a licensing section which states call processing will be disabled if the router doesn't receive an acknowledgement from CSSM at least once every 90 days in IOS XE 17.3.1a+. That documentation doesn't specify whether a shortage or absence of CME licenses in the Virtual Account will also cause it to disable call processing after the grace period. Cisco will see the unauthorized use though.

Smart License Reservation (SLR) for Unified CME licenses is not compatible with Cisco IOS XE Amsterdam 17.3.2 and later releases. Even if a reservation is in place when upgrading to one of these releases, license use reporting is still required in accordance with the device policy.

Cisco IOS XE Amsterdam 17.3.2 Release Onwards

License usage reports are submitted periodically according to a minimum reporting policy set for your account. Typically, this period could be once per year. However, you can generate reports more frequently if the use of licensed features varies over time. CSSM acknowledges each Resource Utilization Monitoring (RUM) report to ensure that the usage is recorded reliably. If the router does not receive an acknowledgment within the minimum reporting period, call processing is disabled. Call processing is resumed when a valid acknowledgment is received.

The C8200 is running IOS XE 17.9.4a. I know the builder opened the TAC case for the SLR, but I don't know how they specifically registered the license. Thanks everyone for your answers.
