I have a problem when I do a video call from the IP phone using CUPC to CUVA, in the CUPC I can see both local and remote cameras but in the CUVA I can only see the local camera.

Between CUPC-CUPC working properly and also between CUVA-CUVA.

I made a screenshot of the interface and i can see the port unreachable 16 389 that I think is one of the ports between the phone and CUCM.

Which is the possible reason for this?

Is port 389 (LDAP) or 16389 unreachable? I would run a packet capture from the CUVA PC and the CUPC PC to see if both sides are actually sending video and if both sides are receiving it to start.

Also what versions of CUPC and CUVA are you using?

The CUVA version is 2.1.2 and the CUPC is 7.0, attached a file with the catches made during the tests. The port says sometimes and other 16 389 and 16 388, also you can see it in the catch.
