Expressway appliance stuck while starting

We ordered two Expressway appliances EXPWY-CE1K-BDL-K9 on UCSC 220M4.

Hardware installed, both 1GB Copper SFPs installed and patched.
Switchports fixed 1000 / full configured, as recommended.

While starting the Expressway appliance stucks on point where "ip_tables" and ip6_tables" are shown and no resuming of starting.

What' wrong?
I already reinstalled appliance from Flexdisk, but same error - no starting.

Hope to get some hints to solve the problem.

Did you get a resolution to this, I've just come across the same issue?

No solution found.

Only RMA and new hardware was solving the problem.
