You are running a very old software 8.5.105.0, I suggest you upgrade first to 8.5.140.0.

Then make sure you have enabled the license on the WLC and also accepted the EULA. You can do this in the webinterface of the WLC.
Configured country is wrong (see Leos post), make sure you have configured an NTP server on the WLC.

But the AP Regulatory Domain isn't for either country. So this is the reason why the AP won't join the WLC.

I am experiencing issues in adding the 2800 series WAP to 3504 WLC receive the message Failed to add database entry?, after reading the blog I have verified the software on WAP (WALL MOUNTED) via cdp is Cisco AP Software, ap3g3-k9w8 Version: 8.2.166.0 and hopefully by upgrading to 8.5 will solve the problem.
