Wireless clients not getting IP address

Wireless client not getting DHCP from LAN. AP is setup as autonomous and there is only on VLAN configured on network with only one DHCP server. Able to get some laptops to connect and get an IP address but others come back with a 169.254.232.15 IP address or it show 0.0.0.0. It seems to be random which laptops can connect and which have trouble. Getting these errors:

"Interface Dot11Radio0, Deauthenticating Station 64db.431f.2da4 Reason: Previous authentication no longer valid"
"Packet to client b46d.838d.b2a1 reached max retries, removing the client"

Never can get all 10 laptops and 2 tablets connected all at once. I have done packet capture on DHCP server and do not even see DHCP discover hit the DHCP server.

There seems to be no rhyme or reason. It is Android, iPhone, Windows 7 various OS's. But it seems that we are only able to connect 10 wireless devices and the last device will not get an IP address so only 9 are able to connect and get an IP address. I have confirmed the Radios are set to Max Clients of 100. I have also confirmed the DHCP server has plenty of IP addresses available.

Is there a nother place that concurrent connections can be limited on the AP?

This is/was set to 100 but still not able to get more then are able to get an IP address.

They are able to connect but do not get an IP address.

If you look at the screen shot I send it shows this client with an address of 0.0.0.0

Packet to client 9097.f389.d9ee reached max retries, removing the client and it is not able to connect.

The client with Mac address 68a3.c4e2.7685 is a windows laptop and has the same problem. But if they shut down another then this one will eventually connect and get an IP address. I am very perplexed by this behavior. Here is the log entries for this morning:

This was resolved by moving AP to another switch and setting Association limit to 100.
