1852i unable to join mobility express controller

I have an 1852i running in mobility express mode. I am having trouble getting additional AP to join the controller. I can see the access points listed in the ME management but they will not join. The error I receive " AC rejected join request" "controller rejected image download as maximum congruent predownload limit has reached"

I have factory defaulted the devices several times with no luck.

Could you please share a show version from the affected AP? Looks like the AP is in lightweight so it won't be able to join to the master AP.

I would normally say, "reboot the controller" but then if I'm going to suggest that I might as well upgrade the firmware of the controller to 8.3.112.0 as well.

In this output I'm not seeing the AP image type, so as I've mentioned before looks like this AP is not running the ME image, please download the mobility express image and follow the procedure to convert to mobility express

Update of the firmware corrected the issue. All access point the joined the controller once the firmware was updated. Thank you for the help

I have the same issue, but controller was 1830 and running image 8.4 which i later upgraded to 8.5 suggested release but still AP is not getting registered. note in 8.5 I m not getting error to join next WLC.
