Cisco Guest Access Using WLC with Anchor setup client connection speed?

I currently have Guest wireless working and the setup is with Guest anchors. Clients can only connect at 54Mbps. Is it possible to get faster connection speeds? My setup is just like what is shown in the "Cisco Guest Access Using WLC with Anchor setup – Release 7.0" document

what kind of AP Models and WLC model you using ?

Controllers all are on 8.5.131 code. I have 100 controllers 2504, 5508, and 5520.

The two Guest Anchors are 5508 on 8.5.131 code.

The AP's are a mix of AIR-AP3502I-A-K9 AIR-CAP3602I-A-K9, AIR-CAP2702I-A-K9, AIR-CAP2702I-B-K9, AIR-AP2802I-B-K9, and AIR-CAP2602I-A-K9 for a total of around 5,050.
