I have the WLC 5508 release 6.0 and AP clients LAP1142, and is enabled frequency 2.4 ghz only.

How I could enable frequency 5 ghz in the WLC?

5Ghz is going to be enabled under Wireless > 802.11a/n > Network. There is a checkbox there to enable/disable the network

Hmmmmm ... what country is the AP and the client located. Maybe it's part of the Regulatory Domain. In some countries, 802.11a is not allowed so the WLC will not be able to enable 802.11a/n.

Next, what is the exact model of the wireless client. Maybe the wireless client (like early iPhone and iPad) is only 802.11b/g.

Configured Country Code (s): US

Regulatory Domain: 802.11a: -A

802.11bg: -A

I'm in Brazil, and when I try change Country Code, don't allow apply the configuration, and return to Country Code US.

If the AP is located in the US then you can enable the US country code. If the AP is located or going to be used in Brazil, then you might be getting into trouble. AP's are made for a specific country. See this list

Using an access point for another carry can be breaking the law. Here is the USA, FCC regulates what channel and power leveled we can use.

The reason the 5ghz is not working is because the WLC has to have the country code enabled for the country code for the access point. Also, the most common channels and power levels are used. So if a country code that is configured in the WLC doesn't allow 5ghz, then all AP's even ones that are for other countries, the 5ghz will be disabled.

You can't add it to the AP, only the WLC.

To change the country code, from the GUI of the WLC, go to Wireless ->Country and select or add your country.

I note that in the configuration from LAP, the interface Dot11Radio1 is in shutdown.

Did I can add the command "no shutdown" for do the interface to be UP?

But I don't able to add the command in the LAP; How do it?

Ok, just as I suspected.

802.11a/n is most likely disabled because you have two different regulatory domain. Your WLC is configured for the US (-A) but your APs are in Brazil (-T, -Z, -N).

If you enable Brazil and disable US, do you see both radios go up?

You are only allowing one country code... US:
