could you please validate the following :

"we need to set always the max power globally at the WLC to 17 dbm in order to match the max client power to avoid one way communication " ?!!!

Typically if you client device has max power of 50mW (ie 17dBm), then it is better to restrict AP max power to 50mW (If AP Tx higher power than this & client is far away, client can hear AP communication, but AP cannot hear client communication).

So you can set max & min TPC limit under RRM -> TPC for each radio band. In this case you set max to 17 (default 30)

but if the enviroment is indoor higher education with high dense deployment for APs "distance between APs are around 12 - 14 Meter " with rugged walls material . so possibly setting such limit it might affect the required coverage overlapping for proper voice roaming .

You have to do a site survey

You have to do a site survey to verify those. Do it before changing those values & see the existing RF.

Then change the max TPC to 17dBm & do it again. If not enough RSSI & overlapping coverage then you have to redesign if you want to give service like voice.

If it is voice, always go with 5GHz.
