You landed in the Wireless (Accesspoints, Controllers, …) forum, I think your question would be suited for the phone forums.
In any case, you really want to have your phones to always ring at the max volume when somebody calls a user?!?
Maybe there is even a broadcast function that raises the volume to max, but I'm no phone specialist.

My company is having a problem with users turning down the Speaker volume on the phone(7281) and missing on broadcast announcements. Is there a way to lock the phone speaker volume to max.

Thanks, @patoberli, I will move it to the phone forum.

The ring volume feature does not affect broadcast announcements. I tested and found that it is the loudspeaker volume that affects announcements. I already found a configuration menu for setting the maximum ring volume. I need to find a way to set the same for speaker volume.
