You use only one of each if your AP’s are the 3802e. The FRA radio when set to client serving, will only use the lowest TX power also. This is the same as the 3802i.

I've meant 3802e with AIR-ANT2513P.

" Dual 5-GHz mode: Both radios inside the access point operate on the 5-GHz band, maximizing the benefits of 802.11ac Wave 2 and increasing client device capacity"

Here are the approved antennas:
https://www.cisco.com/c/en/us/td/docs/wireless/controller/technotes/8-3/b_cisco_aironet_series_2800_3800_access_point_deployment_guide/b_cisco_aironet_series_2800_3800_access_point_deployment_guide_chapter_0100.html

You can use the FRA radio and manually set that to 5GHz, but its a mico cell which can only be set to the lowest power. So keep that in mind.
