I need a proposal for the fully meshed 9 wireless access points. In which

One can behave as wireless controller
Dual Radio connectivity
Poe on each AP or extra port of Ethernet

There is no Cisco solution that will do that. The WLC is a separate unit from the ap.

Agree with Scott here. You'll need a WLC.

I don't think there's anyone in the industry that has a MESH WAP act as a WLC.

I see what you're asking, Since virtual controller concept is evolving and no one wants single point of failure i.e., single controller for smaller deployment and remote offices, what you're asking is quite logical for local and flex mode. For Mesh, considering awpp convergence may not suite is what i believe.

Until 7.3 Cisco don't have this feature. Whatever you're looking could be what Cisco's future making or already work in progress, you may want to check with Cisco via TAC.
