Poor voice quality when roaming

I have 7921G wireless phones connecting to lightweight APs, with a WLC4402. Authenticating with WEP currently. Temp voice quality when roaming unless WEP is not used. I see CCKM as a possible fix, but is a Radius Server required? Is there another option?

WEP should not cause any issues especially if APs are all on the same controller as they will all get the same key config.

Ensure 1.03 is on the 7921.

Should expect up to 150ms roaming gap w/ static wep, open or cckm.

If doing 802.1x or PSK, then gaps can be longer.
