Cisco AP 3802 joined but shows admin state disabled ? need to enable manually any idea why ?

firmware 8.2.141

Is this a new install? You have other AP's on this controller that is working fine? Is this just one AP or all your 3802's? Mobility Express or controller?

Yes, ts a new install and all 3802s are is same disabled adminstate, I have manually enable it.

other APs are working fine. controller 8540

Is it Mobility Express or controller? I know if you use the out of box feature, it would disable the AP state and when you move the AP to a new group, you still need to enable the AP state.
