Client distribution issue under wlan

Dear it may concerns,

I have an issue of client distribution for Access points or clients

I am currently using 14 aironets(air-ap3802i-b-k9) AP and WLC(Air-ct5520-k9) and have 2 active WLANs; data and voice network)

All setting are same as between data and voice Wlans. data network has been working properly for client distribution, the issue has occurred under voice network.

All of clients(Wifi extender-netgear) are only able to connect 4 fixed APs under voice WLAN. But it has worked fine if PC, mobile phone, other device connected to AP under voice WLAN as well.

Please kindly advise me.

It is client who decides which AP they associate, infrastructure side got no control over that decision. Therefore I would look at those Netgear devices. First I would see if its driver need an update.

I am using more than 20 netgear wifi range extender in my area as below models.

EX6200/AC1200, EX7000/AC1900, Ex8000/AC3000(All firmware is up to date)

There are no option to configure connect to access point through netgear devices.

All setting are fixed. Only netgear Wifi range extender were able to connect 4 fixed APs under voice WLAN. But it has worked fine if PC, mobile phone, other device connected to AP under voice WLAN.

Please kindly advise me if you have any idea for client distribution setup in the WLC.
