AP3600 cannot join C9800 wlc

Hello, Catalyst 9800 version and ap 3602 version are below. The ap cannot join the WLC. Cisco Matrix show the ap can join the wlc, but I cannot get it join. The ap can ping wlc. Is there something wrong? Thank you

2600/3600 are not supported on 9800.

3504/5520/8540 are the "last" known WLC to support the 2600/3600.

Per the wlc matrix, it is supported.
