Our user have existing wireless controller 8540 , but they want add SMS verification when user connect to wireless LAN。 The scenes to be used as following : when user connect to wireless LAN , user's device redirect to a login verification web page , user first fill his mobile number , then he receive the SMS verification number , fill the verification number to connect to wireless LAN。

Hi,

This requires integration with another splash page provider (either cloud or on-prem) and then this splash page needs to be integrated with a SMS gateway.

You can consider having

1. Cisco ISE+SMS gateway integration (On-prem)

2. Cisco DNA Spaces (Cloud)

3. Purple

4. Twilio

I recommend the ISE option as this allows you to have flexibility and customized splash pages as per your requirement. Please note that management can be little complex, while Cisco DNA spaces provides you all in one in Cloud. There are lot of 3rd part vendors who provide these services, but some of them are local only to certain regions. So better look around in the region where you are.
