It seems your controller crashed. Have a look at the "Checking the Controller LEDs" table from the following URL

https://www.cisco.com/c/en/us/td/docs/wireless/controller/5500/install/guide/ctrl5500.html#pgfId-35245

There is a crash file that is stored and can be exported.

check the below thread may help to resolve the issue : ( if you have contract raise an TAC case)

https://community.cisco.com/t5/wireless/wlc-5508-sys-led-blinking-amber-alm-continuous-on-amber-power/td-p/4151385

Also worth another look of the bug :

I suspect the lack of a valid Service Contract to download the firmware (WLC 55088 Upgrade).

could you please download the firmware.

Ok, here are the steps that YOU (not I) need to do:

Read the Release Notes (for 8.5.X.X) very carefully.

You will need TWO (2) firmware: 8.2.16X.X (or 8.3.X.X) and the destination firmware. Take down the filenames of both firmware.

Read this: Cisco IOS XE Software for Catalyst 9800 Series and Cisco AireOS Software for Cisco WLC Flexible NetFlow Version 9 Denial of Service Vulnerability

Scroll down to the Customers Without Service Contracts section. Read that very, very carefully.

Explain to TAC that you will need both firmware files.

Hope this helps & good luck.
