if the wireless survey done as per the standard and requirement, then look at below thread and increase db level and see if that improves.

You can not change the regions.

Hello,

A year ago, we upgraded our access points from Ubiqiti Unifi AP LR(2 antenna) to Cisco AIR AP1840I-E-K9(4 antenna), thinking that it would be a nice upgrade as far as coverage and performance. However, we are struggling with the coverage part. Even though I set all Cisco APs to Fixed Power Level 1, the old 2 antenna Unifi works way farther than Cisco's coverage. Is there another setup that I should take a look at Cisco WLC 3504? I am located in Turkey. Maybe changing a country to increase strength? I heard that China has pretty great coverage. Is there a way to tweak around to change country to non regulatory country?

Just to add. Swapping out ap's for another manufacture, doesn't increase or provide better coverage. Like what @balaji.bandi mentioned, there are regulations to the transmit power you can use. That being said, when you move from once manufacture to another or even when you are doing a refresh, it is best to perform a site survey to determine if you need to add more ap's for density, move ap's for better coverage and our roaming, or both. I always tell folks this, "if you swap out ap's and the design was made 10 years ago, you still have a 10 year old design." Requirements change and the amount of wireless devices have increased along with the throughput required for some of these apps being used. Re-visit how your ap are mounted and located. these day's you would have more ap's inside of rooms/offices than in hallways. You should try to have max 30 devices per ap if you can.
