Upgrade Queries.

We got a 9800-80 HA pair and it got 16.10 (6r) for ROMMON.

As per the given URL guidelines, we would like to get it upgraded to 17.3(3r) https://www.cisco.com/c/en/us/td/docs/wireless/controller/9800/config-guide/b_upgrade_fpga_c9800.html

I need to get clarification on can this upgrade done on the standby unit first using the below

CLI (without creating an outage to services)b? Then will failover traffic to that Unit and do the same on the other 9800.

upgrade rom-monitor filename bootflash:C9800-80-rommon.1612-5r.pkg chassis standby r0

Upgrade the ROMMON of the primary (do not reboot).
Upgrade the ROMMON of the secondary (do not reboot).
Upgrade the IOS and reboot.

Here is the detailed guide on how you do it 9800 SSO pair. You can do it without downtime (I think Cisco needs to update that document for clarity). You can start with an active unit and instead of "reload" use the "redundancy force-switchover" command on the active unit.
