AP not joining vWLC

Hi community. I have installed an vWLC AIR-CTVM-K9, version 8.5.182.0 - straight from the .ova with standard config. in my ESXI 6.7, Meaning I haven't changed anything.

I have a couple of AP's cisco AIR-CAP2702I-E-K9 - Cisco IOS Software, C2700 Software (AP3G2-RCVK9W8-M), Version 15.3(3)JA3

that fails to register on the vWLC.

NTP time is current in all Switches and vWLC.

vWLC has 192.168.2.129 in Vlan2

DHCP/DNS has 192.168.2.82

DHCP vendor class are defined, and given the ip of vWLC.

AP's are getting IP from same scope, and are looking for vWLC to join. I can see it in the debug.

I have attaced the booting process and debug capwap client detail, debug capwap mcast

I keep getting the %LWAPP-3-CLIENTERRORLOG: Config load from flash failed. Initialising Cfg

I have searched for this and as suggested, delete flash ap3g2-rcvk9w8* and private-multiple-fs, and erase /all nvram: and reload

didn't work.

Any ideas?
