I use Cisco WiFi controller of 2500 series in my office. Scan the QR code without typing the password and connect to wifi. Can this be turned off from the controller?

Only possible if you have an MDM solution which are managing the connecting devices, this issue is very difficult to address when PSKs used.

I would suggest that you use

MAC filtering (not secure and mac randomization will add more complexity)
use DOT1X (AAA server is needed and make the network complex)
or use Captive Portal solution which can control the number of devices per user

My question would be, what would you like happen. What process should the user perform to get on the network. This helps with how to move off of what you are doing now.

I agree with @Arshad Safrulla, anyone who has the password will be able to connect to the network. Therefore, you must use other security methods, as mentioned.
