After "Clear stats on all AP" joined APs are not appearing

Clear stats on all AP - if you issue this command (earlier joined stats not going to be there) - only you see later joined AP in the join list.

what is the reason of issue that command ?

Either you need to reboot test AP and join the controller - so you can see the information you looking in GUI :

That has nothing to do with why the AP are refusing to join the WLC.
