WLC 9800 local GUI Admin access

Hi Guys,

Recently we had an issue login into the gui of a C9800-40 due to a failure in communication to the ISE for authentication.

We were able to login via CLI using the local account configured in the CLI, but this account was no able to access the GUI.
My question is then if admin accounts configured via GUI under Administration-Users are different from the ones configured via CLI, and if these accounts are the ones with local access to the GUI in case of failure to communicate with ISE?

you can configure fail back to Local - how is your config looks like
