What it can provide doesn't mean what it can negotiate at. Also look at when the model came out, was AT available then? Purchase what you need and make sure it supports what you need.

Exactly! AT requires CDP/LLDP negotiation so if the INJ doesn't support that then it can't support AT and the device will just default to 15.4W.
