I'm sorry but I still don't understand your explanation clearly. I think you're saying site A/B clients are getting IPs from the other site? If so then you probably have misconfiguration of your WLAN(s) or AP groups. Check your config using:
https://cway.cisco.com/wireless-config-analyzer/
using "show run-config" output from the WLC (remember "config paging disable" before running that command).

8.2.154.17 is very old and long out of support, full of bugs. Depending on your AP models you should be running at least 8.3.150.0 or 8.5.182.7 as per TAC recommended link below. If your APs are all 2802 then upgrade to 8.5.182.7 (link below). If you have other models of AP you can check the compatibility matrix below for supported software versions.

hi Team,

we have configured AIR-AP2802I-D-K9 and added same access points in WLC .

configured SSID, interface and DHCP group, but ip not releasing.

Note: WLC controller available at different locations and access points available at different locations, we can view access points in WLC, but iP does not release.

what could be the issue

- What model of WLC?
- What version of software?
- What do you mean by "iP does not release"?
DHCP leases expire automatically even if the client does not release the IP so it really shouldn't matter even if a client does not release the IP explicitly.
