Per application per user bandwidth control using AVC

Hello everyone, Can you do bandwidth control per application per user on new catalyst 9800 series WLC and 9100 series APs using AVC? If yes, can you please point me towards setting for it and how effective it could do this be for1000s of users? What impact will it have on performance?

AVC inspection may have a performance impact of up to 30%. It should be avoided on wireless controller setups that are running close to the maximum forwarding capacity of the platform.

On top of that I would like to avoid traffic shaping in any WLAN network as it would create more bottlenecks
