We have WLC 5500 and we need to create URL filter in ACL but We couldn't find URL ACLs under access control list to do so. If you have a solution to help us please show me how?

what AirOS running on the WLC ? have you looked below URL :

5500 is not a WLC model - that could be a 5508 or 5520. So what is the actual model of the WLC?
And as BB said - what version of AireOS software are you using on that WLC? (show sysinfo)
If you want to add URLs to an existing ACL (eg for pre-auth ACL) then use the little drop down arrow to the right of the ACL "Add-Remove URL" to edit the URL list.

Well as you can see from the documentation link BB provided URL filtering was only introduced in 8.4 code.

7.6 is very old - it went end of support and deferred 5 years ago!

The latest available release for 5508, which also supports URL ACLs, is 8.5.185.11 (link below).
You didn't mention what AP models you're using but you'll need to check the compatibility matrix (link below) to make sure your APs are supported in 8.5.
