You can ignore the OOBImageDnld messages - they're misleading if you're not using https image download.
In any case there is no need for the AP to download since it is already running the correct image:
"AP image version 17.9.4.27 backup 17.9.3.154, Controller 17.9.4.27"

If all your APs are affected then the problem is probably the WLC not the APs.
Check your WLC config using the Config Analyzer (link below).
Check the WLC logs.
Make sure you have the SMUs and APSP installed.
Do a radioactive trace on one of the AP MAC address and packet capture on WLC to see why the joins are failing.

In my case the access points was in the Mesh mode and I solved it changing from Mesh mode to Capwap mode. The command used on AP cli was "capwap ap mode local". Eventually you gonna use "ap-type capwap" cuz its depend of your IOS version.

Before take this action I perform a AP upgrade for same version of WLC as a solution try but unsucessfully and also validate the compatibility of hardware version and country code as well.

Tip: Check on the AP cli if you see any mesh on the logs

Many thanks.
