I uploaded the RAF to the WLC (C9800) when I attributed the AP to the WLC, but I could not determine for myself what kind of behavioral pattern "Error: Regulatory activation file is outdated" that sometimes appears.

I think the error content says "The file is old", but it is a memory that the error could not be raised just by downloading RAF for a long time.

This is the case I'm aware of, unless I misremember
First, the WLC sees what it sees as a "RAF file #Latest" (uploaded).
You may have encountered a case where you tried to upload a relatively old RAF file called #Old to that file.

So, if you try to use the past RAF files, it will be easier to happen.
(It may be difficult to operate if we are the SIer responsible for C9800&C9100 and Meraki Dashboard is under End User jurisdiction.)
Basically, you should be aware of getting the latest RAF files from Dashboard.

This error message comes when you have an invalid file or it has some timestamp mismatch. Please generate a new RAF file and upload it to the controller.

If you Clear the RAF from the WLC after uploading it, you will be determined that it is used because it is stored in the WLC.

The contents of the RAF file are in JSON format and time information is described as follows.

"createdAt":"2025-09-19T02:46:51Z"

So, when you upload and apply it to the WLC,
Perhaps the latest version will look like 2025-09-19T02:46:51Z.
I don't think older files are applicable.

I tried to apply New -> Old in my environment, but I got an error as expected.
